This in itself is breakthrough - immediate download in accessible PDF. If BSI can do it the rest of the world surely has no excuse.

Still not convinced whether I need it but it's good to see BSI making this important publication more accessible.
Will there be an accessible HTML version for people whose machines process HTML more efficiently than PDF/Word (can be a serious issue for mobile device users, or those who have to work on a variety of machines), or for people who don't have Adobe readily available to them, or who might benefit from user stylesheet control and other functions to improve readability, etc?

Ben, it is a very long document - and each page is watermarked with the licenced user's details. I am not sure if HTML could give BSI that sort of security - though I would accept advice on that.

I'm not aware of plans to publish in HTML.
However... hold that thought because there will be news in the next couple of weeks (I'd say more but it's not my news to share). Stay tuned.

There is no VAT to pay if you order the printed version (but then you have to pay postage and VAT on the postage). Blame Customs for deciding that printed material is except from VAT but when printed material is supplied electronically it is a service, and therefore subject to the standard rate. But as others have said, PAS 78 is a guide to help commissioners of a website and if they aren't willing to spend £30 and a day to find out what they need it is unlikely they have a sensible vision and set of goals for their business website or be willing to pay a competant developer a reasonable sum to develop it for them.

And as others have pointed out, not everyone developing or commissioning a website is a business; and not everyone is paying for the website to be developed.

Oh yes! And can I pretend your excellent guesses were what I was thinking of in the first place and claim the credit?!
May I also draw attention to Bruce's excellent suggestion that those who are unable to pay for it themselves request PAS 78 at your local public library. Then lots of people can borrow it and read it for free (that's what public libraries are there for!!).
Note: there may be a charge for an inter-library loan. Or maybe the library will be persuaded to buy its own copy.
well my guess is that they will be available in html format - though whether those will be publicly available or not is perhaps a different matter.
