pigsonthewing, I have thought further, and am already working on changing the use of capitals for the navbars and h1 - see this thread. You'll also see that UK is now marked up as an abbreviation. If you would like to contribute further in the site critiques thread, I would welcome your input. Meantime, thanks for your interest.
As for the VAT, my firm will, of course, claim it back (I have now bought a copy of PAS). But you are right, it is an extra cost for non VAT-registered businesses and private individuals.

I'm still waiting for anyone to produce any evidence that this standard is of any use, regardless of price.
With a technical standard, the value is fairly clear, but this appears to be no more than a business policy document, which are generally the bane of a developer's existance. Am I wrong?
Ironically, to my mind the price is too low - £30 is little more than petty cash for most businesses, and not enough to suggest that the product is valuable. I think we all know that it is easier to get £500 to attend a one-day training course than it is to get £50 for a really good reference book.
The timing also seems a little poor - the controversial changes to WCAG 2 will surely require an extensive re-write to explain 'baselines' if nothing else.

yes, it's not a standard (technical or otherwise), but a suggested best practice guide for people commissioning websites.

Not my experience, both in government and private organizations.
Seems a very slackly run business you are in - or are you existing off public funding with no control?
Given that PAS 78 is for those commissioning websites (as has been stated numerous times), I don't think we developers need to buy it. We should be providing accesible, standards compliant website whether or not the cliant asks for it or not. It is also our obligation to comply with the laws of our area.
To clarify: I am a student in the U.S. I know very little about PAS 78.
