My point regarding Wysiwig editors and CSS is that they need to be able to apply a style both as inline and at block level. This is a Standard that needs to be understood by the makers of Wysiwig editors to gain powerful formating options that many sites need. Regarding my case it looks like I will have to get a programmer to do some custom JS.

Can you give examples of sites that need powerful wysiwig?

Thanks for all your help we won the deal! (Well they got themselves a bargain really with a graphical redesign). We stressed the importance of Web Standards rather than mention DDA law. When we did mention disabilities that promoted a panel member to point out that the DDA only applies to websites selling goods. We all knew that was not strictly true (employment laws and the website does provide a information "service") but did not counter the point and rather again stressed the advantages of being disabled friendly and the benefits to others when empowering Web Standards.
